SL1: National and Regional ICT4D Strategies (e-Strategies)

SL2: Strategy Implementation and Capacity Development (e-Initiatives)

Includes: connectivity, policy and regulation, human resources[6], content, applications in priority dev. areas (health, income generation, energy/environment, emergency situations, education)
ICT volunteers build capacity on the application of ICT for priority dev. areas (as mentioned by UNDP)

Promotion of volunteer-driven development of local content and provision of the necessary skills to interested people so they can put local information and knowledge online

SL3: ICT for Democratic Governance (e-Governance)

Includes: e-government services, integration of ICT for better Administration, citizen participation, information provision /transparency
Promotion of volunteer participation in national/regional/local decision making:
  • by creating and promoting online discussion groups for citizens to join voluntarily if they are interested in the topic;
  • by establishing and promoting communication channels between government authorities and the population (as individuals and organized in CSOs)
  • create and promote online communities specifically for women and other marginalized groups

Design and revision of user-tested e-government services, based on simple interfaces and the progressive introduction of additional services on the basis of learning from user feedback on existing ones; complemented by outreach and activities to build up community's capacity for e-government services.

Volunteers in the UNITeS Orissa project (India) provided computer training to local government officials and community representatives; communities express their concerns and needs to higher authorities and are listened to; more reliable early-warning systems for impending cyclones and for post-disaster damage assessment and information coordination.

Onsite volunteers help developing capacities of local administration officials on creating/adapting content appropriate for e-government services in their jurisdiction.

An online volunteer community with practical expertise on e-governance projects to share best/worst practices on effective delivery mechanisms for specific e-government services at the local level, in conjunction with a given national initiative.

Building capacity of govt officials to provide ICT tools for elections, including the ability of officials to evaluate and monitor elections on the Internet, and provide access to the population to electoral information (including vote results).
SL4: Digital Grants Initiative (e-Grants)

Includes: micro-finance, micro venture capital for e-commerce, support to NGO for ICT application in dev themes, network creation and extension
Involvement of Online Volunteers to support the e-grant recipient institutions with additional expertise

Promotion of local ICT Volunteering in support of the recipients of e-Grants initiatives.
Online Volunteers sharing knowledge and providing technical support for the establishment of micro e-commerce ventures.

Involvement of ICT-savvy community youth in e-grant initiatives to train staff, create web sites, involve OVs, etc.
SL5: National Awareness, Promotion and Stakeholder Campaigns

Includes: events/campaigns, knowledge sharing networks, ICT in NHDRs
Development and content provision for national portals sharing experience and good practices of the role of ICT for development processes, and including knowledge resources and other types of support for NGOs and other CSOs that want to take advantage of the possibilities of ICT.

Promotion and creation of national expert volunteers networks on ICT4D, exchanging experiences, advocating and taking part in campaigns for communication and information rights, etc.
